The Fostering Assessment Process: Step by Step
From first enquiry to approval typically takes 4–6 months for an IFA and 6–12 months for a local authority. Understanding the process helps you prepare and reduces anxiety about what to expect.
Stage 1: Initial enquiry and information gathering
After contacting an agency, you'll have an initial conversation — often a phone call — to discuss the basics. You'll receive an information pack and be invited to an information evening or a home visit from a recruiter. This is your chance to ask the agency questions too.
Stage 2: Initial checks
Before a full assessment begins, the agency will conduct initial checks:
- DBS (Disclosure and Barring Service) check — for all adults in the household
- Local authority checks — where you've previously lived
- NSPCC/ViSOR checks
- Medical report — your GP completes a health assessment
- References — personal and professional
Stage 3: The home study (Form F assessment)
This is the heart of the process. A qualified social worker visits you multiple times over several weeks to complete a detailed assessment called the Form F (or sometimes PAR — Prospective Applicant's Report). They explore:
- Your childhood and family history
- Your current family situation and relationships
- Your understanding of the needs of looked-after children
- Your capacity to foster — emotionally, practically, and in terms of your home
- Your motivations for fostering
- Your ability to work with birth families, social workers, and professionals
Be honest. The process is not about finding reasons to reject you — most agencies want to approve carers. Honesty about difficulties in your own past is generally viewed positively, as it demonstrates self-awareness.
Stage 4: Skills to Foster training
During the assessment period, you'll attend a pre-approval training course — usually 2–3 days. This covers the basics of the care system, child development, attachment theory, and safe caring.
Stage 5: Panel
Your completed Form F goes to an independent fostering panel — a group that includes fostering professionals, experienced foster carers, and independent members. You'll attend the panel and may be asked questions. The panel makes a recommendation to the agency's decision maker, who makes the formal approval decision.
Stage 6: Approval and first placement
Once approved, you're added to the agency's available carers pool. How quickly you get a placement depends on your approval category and local demand. Some carers wait weeks; others get a call within days.
